3. **Generate commit readiness report**:

- 📝 Files in scope: [list with +/- lines]
|
|
- 💡 Suggested commit message

Use when you want to verify code is ready without making changes.

Equivalent to Phase 2 (Parallel Analysis) + Gate 2 (Final Verification) only.
